Whee, background fail. My attempt at drawing Porygon 2, and yes, I know, it's really fat. Well, we can't eat cyber ducks, now can we, so there's no reason for it to be fat, but I don't care. All ducks, real or virtual, should be fat. Yes, Golduck should be fat like a Snorlax.

Spent roughly 1-2 hours on this.

how you made that "web"? I wanted to make one for my POrygon-Z but it haven't looked good so i made another background.

It's nothing much, really. First I paintbucketed an entire layer black. Then I made a new layer and used a 0% Hardness brush to make the green thing on the top right corner. Then I used the Eyedropper [11px by 11px average] between the green and the black to make it slowly fade away. As for the lines, I used 0, 255, 0 [green] to make lines. Then I locked the transparency and made the places further away from Porygon2 darker. And that's pretty much it.
